Dave Belanger is director of quality and technical services for Northrop Grumman Newport News. He is responsible for the administration, maintenance and monitoring of the sector’s quality management systems and technical support processes, to include welding engineering, non-destructive test, and laboratory services.

Prior to this position, he served as manager of quality assurance. He joined the Newport News sector in 1985 as an engineer in the submarine test department and has held a number of progressively responsible positions in that organization, including test supervisor. He also served as program administrator for the LSV 2 program.

Belanger earned a bachelor’s degree in mechanical engineering from Rensselaer Polytechnic Institute and is a licensed professional engineer. He has a master’s degree in engineering management from The George Washington University, and a master’s degree in systems engineering from the University of Virginia. He resides in Smithfield, Va.
